Prof Bill Winlow visited the empty unit of Lady Elsie Finney House on February 20th 2009. “The facilities were exemplary” he said, but in October the unit was still empty and has been since the building was opened in November 2007. “The situation has been very badly handled by LCC under the previous Labour adminstration” he concluded.
