Litter louts’ images to be published in Preston

BBC News says that Preston City Council is to publish images in a local paper of people dropping litter. The authority said 2,200 tonnes of litter and fly tipping dropped in the city cost taxpayers £2m a year and hoped that the publication of the images would lead fines and prosecutions.
